Rule 46
Study Leave

(1) Employees who are selected or nominated in an open competition or an inter-departmental competition to study on a foreign scholarship received by the Legislature-Parliament or the Government of Nepal, or on a scholarship or quota received from a native university, will get study leave for the duration of the study. .
(2) Sub-rules also apply to employees who have the opportunity to participate in study or training abroad after being selected in a global competition with prior approval to receive scholarships from countries that have established diplomatic relations with Nepal or international organizations of which Nepal is a member, in matters that are useful and necessary for their service, group or subgroup. According to (1) after being nominated for study, study leave for study and training work for training can be granted.
(3) The employee will get study leave once or several times during the service period up to three years. However, the committee may extend the period of study leave up to two years if deemed necessary.
(4) Employees will receive full salary while on study leave.
(5) Study leave as per sub-rule (3) will be given to the employees who are going to study in the country or abroad on their own initiative after taking prior approval on matters useful and necessary to the service group. But after the commencement of this regulation, the employees who are on such study leave will not get salary and other benefits.
(6) No employee can get study leave before completing three years of service. Explanation :- According to this regulation, if the temporary service period done by the employee is counted in the permanent service period, then the temporary service period will also be counted for the purpose of this sub-rule.
(7) An employee who has taken study leave to study in an educational institution shall not be allowed to change that educational institution without prior approval. In this way, if he changes the educational institution or if he does not study in that educational institution, his study leave will be canceled automatically. In this way, the details of cancellation of leave should be sent by the secretariat to the civil library.
(8) If an employee wants to study or take an exam in any educational institution outside of office hours, he should inform the secretariat.
