Every land owner and tenant must make a deposit of mandatory savings at the prescribed rate of one main annual crop of the land he or she has earned with the designated committee organization or official. But–
(a) The final responsibility of the savings collected by the designated committee or institution or official will be of the Government of Nepal.
(b) If the designated committee or organization or officer deems it necessary, they may make payment in cash at the specified rate. In the case of land with cash crops other than food grains, it should be deposited in cash at the specified rate.
(c) The savings raised in this way shall be utilized by the designated administration by the Government of Nepal giving priority to the local needs related to agricultural development and agricultural work.
