(1) In order to effectively manage the work to be done by Nepal Scout in accordance with this Act or the rules made under this Act, a maximum of fifteen persons from among the elected members of the National Council shall be appointed to the position of Commissioner as prescribed.

< p>(2) The term of office of the commissioner shall be four years.

(2A) Notwithstanding anything contained in sub-section (2), a commissioner is unable to discharge his duties due to physical or mental illness or for any other reason.
