No civil servant shall leave the district or area where his office is located, except in the case of being employed in government work or on leave, without the permission of the leave officer. However, if there is a need to leave the office due to an emergency, the civil servant must submit an open application and take the permission of the head of the office or, if not, give a written or oral report to the relevant office, department or secretariat to go inside or outside the country. In such a way, arrangements should be made to ensure that the work of the office is not disturbed and government property is not embezzled.
