Rule 133
Reasonable and equitable action
Government of Nepal may take action in a reasonable and equitable manner on the basis of a petition submitted by a civil servant that he/she is dissatisfied with the concession or facility provided under this regulation in relation to the concession or facility that is being received before the implementation of this regulation.

(1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts.
