Notwithstanding anything written elsewhere in this part, in the event of a crisis in the province due to natural causes or other reasons, if it is impractical to disclose the details required under sub-section (1) of Article 207, or if it is deemed inadvisable from the point of view of the security or interest of the province, the Minister of Finance of the province shall borrow only the details of the expenses. The expenditure bill can be submitted to the provincial assembly.
