The following persons shall not be eligible to be candidates for the post of teacher:
(a) Non-Nepali citizens,
(b) not having attained the age of 18 years,
(c) having completed 40 years of age,
(d) brain damage,
(e) Convicted by a court of law on a criminal charge of moral turpitude,
(f) Dismissed from service so as to be deemed unfit for future Government employment or teaching service,
(F1) Not having a teaching permit,
(g) If the training as per rule 9 has not been taken, but in the following cases it shall not be considered that clause (c) or (g) has prevented him from being a candidate for the post of teacher:
(1) A person who has been working as a temporary teacher for at least one year at the time this sub-section commences, or a person who has left as a temporary teacher when a permanent teacher position is filled in accordance with the advertisement published in the year 2052, shall be a candidate for the examination under the first advertisement to be held after the commencement of this sub-section,
