(1) Each House of the Federal Parliament shall make regulations to conduct its work, to maintain the order of the meetings and to regulate the formation, work, proceedings and procedures of any House or Committee. Until such regulations are made, the Federal Parliament will regulate its own procedure.
(2) The operation of the joint meeting of the Federal Parliament and the formation and operation of the joint committee of the Federal Parliament shall be in accordance with the rules or procedures approved by the joint meeting of both the Houses of the Federal Parliament.
