Exercising the authority of the Head of Office

(1) If the head of an office falls ill or is absent for a short period of time for any other reason, the nearest senior civil servant among the employees assigned to work in the Darwandi or special darwandi or the vacant darwandi shall act on his behalf.
(2) For the period until the incumbent is appointed or transferred to the position of head of an office that is vacant, the senior employee according to sub-rule (1) shall take charge of the cash balance of that office, the seal of the office, the documents and the things needed for daily work, and the work of the head of the office shall be a substitute until otherwise arranged. (3) The civil servant who works under the circumstances as per sub-rule (2) shall inform his superior.
(4) Any civil servant who has worked permanently in a position or who has worked as an agent in accordance with sub-rule (1) or (2) shall also be responsible for submitting the book (account) of the period of working in that position. However, in case of having to submit the books of the year, the person who works for the year in which the present person has been appointed and the person who works as a permanent resident or as a substitute for the year that has not been restored by the present person must submit.
