Section 4
Functions, duties and rights of the office
In addition to the functions, duties and rights written elsewhere in this Act, the functions, duties and rights of the office shall be as follows:?
(a) Within the limits recommended by the commission, the income-expenditure projection made by the ministry for each financial year, after analyzing the liquidity and macroeconomic conditions of the banking sector, in coordination with the ministry, the provincial government and the Nepal National Bank, project the public expenditure that may be required for each financial year, < br> (b) Formulate short-term, medium-term and long-term policies related to the management of the projected publicization as per clause (a) and submit to the Ministry,
(c) To identify the areas for the mobilization of public funds and submit suggestions to the Ministry,
(d) Collecting necessary information and data from relevant agencies regarding public procurement,
(e)/ Projecting the budget required for payment of public tranches,
(f) To study, investigate and monitor public actions and publish their details; (h) In coordination with the Nepal National Bank, the issuance of internal quotas and the schedule of speech shall be approved by the Ministry and implemented. (i) To manage the records of promissory note transactions and government guarantees, collect the guarantee fee and update the records after receiving the contract related to the guarantee,
(h) Issuance of government tenders for internal tender management, conducting negotiations, receiving funds, depositing the received amount in the internal tender account of the Government of Nepal, Provincial Government and/or local level,
(k) Recording, payment and accounting of foreign payments,
(l) Entering into subsidiary contracts as specified,
(D) Identifying and analyzing the financial risks involved in providing financial guarantee on behalf of the Government of Nepal and recommending to the Ministry,
(d) To perform the tasks as prescribed in relation to the management of public procurement.
