Article 215
Provisions regarding village executive chairman and vice-chairman

(1) There will be one village executive chairman in each rural municipality. The village executive committee will be formed under his chairmanship.
(2) In the village executive according to sub-section (1), there will be one vice president, ward president elected from each ward and members elected according to sub-section (4).
(3) The election of the chairman and vice-chairman shall be conducted by voters within the respective rural municipality area according to the electoral system in which one person is elected first by secret ballot on the basis of one vote. Explanation: For the purposes of this section, "Chairman and Vice-Chairman" means the Chairman and Vice-Chairman of the Village Executive.
(4) Within fifteen days from the date of receipt of the final result of the village assembly election as per Article 222, four women members elected by the members of the village assembly from among themselves and two members elected by the village assembly from the Dalit or minority community who are qualified as per sub-section (5) shall be members of the village executive. .
(5) A person having the following qualifications shall be eligible to be elected to the post of President, Vice President, Ward President and Member:-
(a) Nepali citizens,
(b) having completed the age of twenty-one years,
(c) whose name is included in the electoral roll of the municipality, and
(d) not disqualified by any law.
(6) The term of office of the chairman, vice chairman, ward chairman and member will be five years from the date of election.
(7) A person who has been elected as chairman for two terms shall not be eligible to be a candidate in the rural municipality election (8) The post of chairman, vice chairman, ward chairman and members shall be vacant in any of the following cases:-
(a) If the President resigns in writing to the Vice-President and the Vice-President to the President,
(b) on expiry of his term of office,
(c) In case of his death.
(9) If the term of the chairman or vice-chairman is more than one year remaining, if the position becomes vacant according to sub-section (7), the vacancy for the remaining term shall be filled by by-election.
