(1) The village executive and city executive under this constitution shall submit and pass the estimate of revenue and expenditure for each financial year to the village assembly or city assembly in accordance with the local law.
(2) According to sub-section (1), when the village executive or city executive submits an estimate of revenue and expenditure, if a deficit budget is required to be prepared, it shall also propose sources of deficit compensation in accordance with the federal law and state law.
