(1) Dalits shall have the right to participate in all state bodies based on the principle of proportional inclusion. Special arrangements will be made according to the law for the empowerment, representation and participation of the Dalit community in other areas of employment including public service.
(2) Dalit students will be provided with free education from primary to higher education including scholarships as per the law. Special arrangements will be made for Dalits in technical and professional higher education as per the law.
(3) Special arrangements will be made according to law to provide health and social security to the Dalit community.
(4) The Dalit community will have the right to use, protect and develop their traditional professions, knowledge, skills and technology. The state will give priority to Dalits in modern businesses related to their traditional occupations and provide them with the necessary skills and resources.
(5) The state should provide land to the landless Dalit once as per the law.
(6) The state will arrange housing for homeless Dalits in accordance with the law.
(7) The facilities provided to the Dalit community by this article shall be distributed equitably in such a way that Dalit women, men and Dalits in all communities receive them proportionately.
