Rule 116A
Civil Service Award

(1) The Government of Nepal will give civil service awards to civil servants on the occasion of Civil Service Day every year on the recommendation of the committee under sub-rule (2):- Name of the award Amount Rs. Number
(a) Best Civil Service Award Rs. 2,00,000.- to one person (b) Outstanding Civil Service Award of Rs. 1,00,000.- to ten people
(c) Civil Service Award Rs. 50,000.- to thirty people
(1a) When the Government of Nepal awards a civil servant an award as per sub-rule (1), the main work and contribution made by such an employee shall be mentioned.
(2) To recommend the award as per sub-rule (1), there will be the following committee:-
(a) Chief Secretary to the Government of Nepal – Chairman
(b) Secretary to the Ministry of Law and Justice – Member
(c) Any Secretary to the Government of Nepal appointed by the Government of Nepal - Member
(d) Persons designated by the Government of Nepal from among retired employees from specific categories - members
(e) Secretary of the Ministry of General Administration - Member - Secretary
(2a) In the event that the name of a member of the committee as per sub-rule (2) is recommended for the award, the most senior secretary of the Government of Nepal who is not recommended for the award shall be a member of the committee.
(2B) When the concerned body and officials recommend the name of a civil servant to the Ministry/Secretariat/Commission for an award, such an employee shall comply with Rule 116A. Documents proving that the basis as per sub-rule (3) of (3) The committee as per sub-rule (2) shall recommend for the award as per sub-rule (1) the employees who have been recommended by the relevant bodies and officers as per sub-rule (2B):-
(a) For the Best Civil Service Award,–
(1) Having served for a period of fifteen years or more in a permanent post in the civil service,
(2) Obtained 100% marks in last five years performance evaluation,
(3) Not having received any departmental punishment in the last fifteen years,
(4) The person in his name in the year in which he is recommended for the awardThe past has not been maintained,
(5) property details regularly submitted,
(6) If he has taken extraordinary leave, the period of absence after such leave has been completed for at least two years,
(7) Not having taken study leave in the year of recommendation for the award and in the previous year,
(8) Not having been involved in Gayal Katti within the last five years (9) There is no administrative status in his name in the year in which he is recommended for the award due to the management test,
(10) In accordance with the prevailing law (b) For the Outstanding Civil Service Award,–
(1) Having served for a period of ten years or more in a permanent post in the civil service,
(2) Obtained 100% marks in last five years performance evaluation,
(3) Not having received any departmental punishment in the last ten years,
(4) In the year of recommendation for the award, there is no personal merit in his name,
(5) property details regularly submitted,
(6) If he has taken extraordinary leave, the period of absence after such leave has been completed for at least two years,
(7) Not having taken study leave in the year of recommendation for the award and in the previous year,
(8) Not having been involved in Gayal Katti within the last three years,
(9) There is no administrative status in his name in the year in which he is recommended for the award due to the management test,
(10) In accordance with the prevailing law (c) for civil service awards,–
(1) Having served five years or more in a permanent post in the civil service,
(2) Obtained 100% marks in performance appraisal in the last five years,
(3) Not having received any departmental punishment in the last five years (4) In the year of recommendation for the award, there is no personal merit in his name,
(5) property details regularly submitted,
(6) If he has taken extraordinary leave, the period of absence after such leave has been completed for at least two years,
(7) Not taking study leave in the year of receiving the award and in the previous year (8) Not having fallen into Gayal Katti in the last two years,
(9) For award for holding management testIn the year to be recommended, there is an administrative appeal in his name,
(10) In accordance with the prevailing law (3A) The committee as per sub-rule (2) shall recommend the names of civil servants in such a way as to be geographically balanced while recommending for the award.
(3A1) If the committee under sub-rule (2) deems it necessary, it may arrange additional grounds in addition to the grounds mentioned in sub-rule (3).
(3A2) The committee under sub-rule (2) may determine the weightage of the grounds specified under this rule for the purpose of recommending the name of the employee for the award.
(3A3) The procedure to be followed when making recommendations for awards in accordance with this rule shall be as provided in Schedule-17A1.
(3A4) Notwithstanding anything written in sub-rule (3A3), the procedure to be followed when making recommendations for awards for the first time after the commencement of this rule shall be as determined by the committee under sub-rule (2).
(3B) Structure of certificate to be given along with civil service award Schedule-17B. It will be according to.
(3c) Notwithstanding anything written elsewhere in this rule, the Government of Nepal may award a separate award with respect to the family of an employee who has met the criteria as per sub-rule (3) and died while in service, on the recommendation of the committee as per sub-rule (2). (4) The secretariat of the committee as per sub-rule (2) shall be in the Ministry of General Administration.
