Rule 81
Provisions regarding leadership evaluation
-
(1) The following evaluation committee will be formed for the leadership evaluation of gazetted first class employees:-
(a) General Secretary – Coordinator
(b) Secretary – Member
(c) Secretariat Secretary – Member
(d) Administration and management experts appointed by the committee - members
(e) Executive Director of Nepal Administrative Training Institute - Member
(2) The committee as per sub-rule (1) shall evaluate the leadership ability of the gazetted first class employees who are potential candidates for promotion to gazetted special category positions by the end of the month of each year and submit a report to the committee within the month of the month of each year. The Secretariat should provide the necessary information to the Leadership Evaluation Committee.
(3) The leadership evaluation committee, while evaluating the leadership according to sub-rule (2), shall consider the policy analysis ability of the employee, the ability to take leadership, decision-making ability, satisfaction of the service users, the progress of the organization, group work system, professional sensitivity and interpersonal relationship as the basis. According to this bye-law, the committee may evaluate the behavior and conduct of the employees working under the concerned employees secretly while evaluating the leadership.
(4) When evaluating the report of sub-rule (2), the level of the concerned employee should be clearly disclosed according to the bases as per sub-rule (3).
(5) The committee shall consider the said report as the basis for promotion in accordance with section 26 of the Act (6) The report submitted in accordance with sub-rule (2) shall be kept confidential. But if the concerned employee makes a request and demands, he will have to give information about his level.
(7) Other bases and procedures of leadership evaluation will be determined by the leadership evaluation committee.
(8) The Secretariat of the Evaluation Committee as per sub-rule (1) shall be in the Legislature-Parliament Secretariat.
