Section 27
Exclusive rights of the Government of Nepal –

(1) Notwithstanding anything written in Sections 3 and 8, at the request of a country that supports the efforts of the Government of Nepal in the conservation of endangered wildlife or flora, or provides technical assistance to make the study or research successful for that purpose, the Government of Nepal shall grant an economic grant for the purpose of study, conservation, education or research. Up to one pair per year of any species of endangered wild animal or specimen or a specified number or quantity of any endangered plant or specimen thereof may be made available to such a country as a gift as a symbol of goodwill to the Nepalese people and the Government of Nepal.
(2) The government of Nepal shall obtain through diplomatic means an assurance from the concerned country that the wild animals or plants or its samples made available according to sub-section (1) will not be used for commercial purposes.
(3) According to sub-section (1), the Ministry of Forestry and Environment shall submit the annual statement of the wildlife or flora or the samples thereof to the relevant committee of the Federal Parliament within three months of the end of each financial year.
(4) Notwithstanding anything contained elsewhere in this Act, the Government of Nepal may keep, use, or in the case of rare wild animals for the purposes of study, research, observation, supervision, testing, conservation of biological resources or conservation education, or controlled breeding of any endangered wild animal or plant or specimen thereof. It will be able to produce the first generation and artificially produce, plant or grow seeds and berries in case of rare plants.
