(1) For a person to be a member of Nepal Scout, he must have completed the following qualifications:-

(a) Scout training as prescribed. obtained,

(b) does not belong to any political party, and

(c) Not involved in political activities.

(2) Notwithstanding anything written in clauses (b) and (c) of sub-section (1), the provision of institutional representation in the National Council, Provincial Council, National Executive Committee and Advisory Council shall not apply in that section. The arrangement shall not be deemed to have created any obstacle.

(3) Other arrangements regarding members of Nepal Scout shall be as prescribed.
