Article 11
To be considered a citizen of Nepal

(1) Persons who have acquired the citizenship of Nepal at the time of commencement of this Constitution and who are eligible to acquire citizenship in accordance with this part shall be citizens of Nepal.
(2) The following persons who have permanent residence in Nepal at the time of commencement of this Constitution shall be deemed to be citizens of Nepal on the basis of descent:-
(a) A person who acquired the citizenship of Nepal on the basis of descent before the commencement of this Constitution,
(b) If a person's father or mother is a citizen of Nepal at the time of his birth, such person.
(3) The children of citizens who have acquired Nepalese citizenship by birth before the commencement of this constitution, if both their father and mother are citizens of Nepal, they shall acquire Nepalese citizenship on the basis of descent when they come of age.
(4) Every minor who does not have the address of his father or mother found within Nepal shall be considered a citizen of Nepal on the basis of descent until his father or mother is found.
(5) A person who was born in Nepal from a mother who is a citizen of Nepal and settled in Nepal and whose father has not been identified will be granted Nepalese citizenship on the basis of descent. But if it is determined that the father is a foreign citizen, the citizenship of such a person will be converted into a naturalized citizenship according to the federal law.
(6) A foreign woman who has married a Nepali citizen can, if she wishes, take the naturalized citizenship of Nepal according to the federal law.
(7) Notwithstanding anything written elsewhere in this article, in the case of a person born to a Nepali female citizen who is married to a foreign citizen, if he has permanent residence in Nepal and he has not obtained the citizenship of a foreign country, he can obtain the naturalized citizenship of Nepal in accordance with the federal law. But if both his mother and father are Nepali citizens at the time of obtaining citizenship, then such a person born in Nepal can obtain Nepali citizenship on the basis of descent.
(8) Apart from what is written in this article, the government of Nepal may grant the naturalized citizenship of Nepal in accordance with the federal law.
(9) The Government of Nepal may grant honorary citizenship of Nepal in accordance with the federal law.
(10) If any territory is acquired within Nepal for incorporation, the person residing in such territory shall be a citizen of Nepal subject to the federal law.
