Rule 10
Employees should not be appointed without a position
(1) Apart from the condition of Rule 5, no employee shall be appointed unless the post is vacant or the post is created.
(2) If an employee is appointed and paid salary contrary to sub-rule (1), the amount of salary paid in such manner shall be recovered from the appointing authority.
