Rule 31
Vacancy
(1) Unranked posts will be appointed to receive the initial salary of the approved salary scale while filling the post by new appointment.
(2) If the ranked posts are converted into non-ranked posts, the concerned civil servant will be assigned a suitable and matching position of the approved salary scale for the non-ranked posts on the basis of the salary drawn by him in the previous year.

(1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts.
