Rule 113
Establishment of Consultative Committee
The government of Nepal may constitute a consultative committee to advise any civil servant before ordering the punishment according to clause (b) of Section 59 of the Act, if the officer who has the power to punish wants to do so.

(1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts.
