Rule 2
Definition
: In this regulation, unless the subject or the subject has another meaning,-
(a) "Act" means the Civil Service Act, 2049.
(b) "Head of Department" means the officer specified in Schedule-1.
(c) "Head of Office" means the head of the office specified in Schedule-2.
(d) "Head of Unit Office" means the Head of the Unit Office under the Head of Office.

(1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts.
