(1) After the commencement of this rule, the civil servants who wish to study at home or abroad on a private endeavor must obtain the prior approval of the authority of the relevant agency.
(2) Notwithstanding anything written in sub-rule (1), prior approval is not required to join the examination as a private examinee and to study outside of office hours at the workplace. But such an employee should inform his/her working agency about it.
