(1) Notwithstanding anything else written in this part, when the appropriation bill is under consideration, any part of the estimated expenditure for the financial year may be spent in accordance with the Federal Act as a provision.
(2) In accordance with Article 119, the proposed expenditure bill shall not be presented until the revenue and expenditure estimates are submitted and the amount of the proposed expenditure shall not exceed one-third of the expenditure estimate for the financial year.
(3) The amount spent under the Federal Provisional Expenditure Act will be included in the Appropriation Bill.
