Article 91
Speaker and Deputy Speaker of the House of Representatives

(1) Within fifteen days from the date of commencement of the first meeting of the House of Representatives, the members of the House of Representatives shall elect the Speaker and Deputy Speaker of the House of Representatives from among themselves.
(2) During the election according to sub-section (1), one of the Speaker and Deputy Speaker of the House of Representatives shall be a woman, and the Speaker and Deputy Speaker of the House of Representatives shall be representatives of different parties. However, in the case that more than one party is not represented in the House of Representatives, or in the event that they are not nominated, there will be no obstacle for members of the same party to be Speaker and Deputy Speaker of the House of Representatives.
(3) If the position of Speaker or Deputy Speaker of the House of Representatives becomes vacant, the members of the House of Representatives shall elect the Speaker and Deputy Speaker of the House of Representatives from among themselves to fill the vacancy.
(4) In the absence of the Speaker of the House of Representatives, the Deputy Speaker shall preside over the House of Representatives (5) In the event that the Speaker and Deputy Speaker of the House of Representatives are not elected or both positions are vacant, the senior member in terms of age will preside over the meeting of the House of Representatives.
(6) The post of Speaker or Deputy Speaker of the House of Representatives shall be vacant in any of the following cases:-
(a) If he is not a member of the House of Representatives, but in the event of the dissolution of the House of Representatives, the Speaker and the Deputy Speaker of the House of Representatives who are in office will remain in office until the day before filing nominations for the next election for the House of Representatives.
(b) if he resigns in writing,
(c) If the resolution that he has not behaved in accordance with the position is passed by a two-thirds majority of the total number of members of the House of Representatives.
(7) The Deputy Speaker of the House of Representatives will preside over the meeting to discuss the proposal that the Speaker of the House of Representatives has not behaved in a manner appropriate to his position. The Speaker of the House of Representatives will be allowed to participate and vote in the discussion of such a proposal
