No amount can be withdrawn from State Reserve Fund or any other State Government Fund except the following amounts:-
(a) The amount charged on the Provincial Reserve Fund,
(b) Amounts to be spent in accordance with the Appropriation Act,
(c) the amount expended in accordance with the Act by way of submission when an Appropriation Bill is pending, or
(d) The amount to be spent by the Borrowing Expenditure Act with only details of expenditure in special cases. But in the case of Provincial Contingency Fund, it will be as per Article 212.
