Article 198
Method of presenting the Bill in the Provincial Assembly

(1) Subject to this constitution, the bill can be introduced in the provincial assembly.
(2) Finance Bills and Bills related to Peace and Security shall be presented as Government Bills only.
(3) "Meaning Bill" means a Bill relating to all or any of the following matters:-
(a) the matter of levying, levying, abolishing, exempting, altering or regulating the taxation system in the Province,
(b) Protecting the provincial reserve fund or any other provincial government fund, depositing funds in such fund or allocating or spending any amount from such fund or reducing, increasing or canceling the amount intended to be allocated or spent,
(c) To regulate the issue of receiving loans or giving guarantees by the State Government or to amend the law relating to the financial obligations assumed or to be assumed by the State Government,
(d) all kinds of revenue received in the provincial government fund, the amount received from debt recovery and grant money in charge, investment or the subject of accounting or audit of the provincial government, or
(e) Relevant matters directly related to clauses (a), (b), (c) or (d). However, no bill shall be deemed to be a money bill merely because it imposes a fee, fee or levy such as a license fee, application fee, renewal fee, or any fine or imprisonment.
(4) If a question arises as to whether a bill is a money bill or not, the decision of the Speaker of the Provincial Assembly shall be final.
