: By increasing the participation of the private sector in higher education, to ensure the supply of skilled manpower for national development by making the opportunity of quality and standard higher education in arts, science, management, law, education, technical and other professional subjects accessible to the general public in all areas and on the basis of competition. Since it is desirable to establish and operate Pokhara University to improve the quality of higher education and make the educational and academic environment of the country more clean, dignified and successful, Parliament has enacted this Act in the twenty-fifth year of the reign of Shri 5th Maharajadhiraj Birendra Bir Bikram Shahdev.
