Rule 61
May suspend promotion for a maximum of five years or suspend salary increments for a maximum of five years
: The officer who orders punishment may suspend promotion for a maximum of five years or suspend salary increments for a maximum of five years in any of the following cases:-
(a) If you are negligent in carrying out the work you are supposed to do,
(b) If notified twice,
(c) In case of failure to responsibly fulfill the official duties prescribed by this regulation or other prevailing laws,
(d) Failure to follow or execute instructions given by a superior officer,
(e) in case of contravention of the rules relating to conduct mentioned in rules 44, 45, 46, 49, 50 and 51,
(f) If drunk during office hours.
