Rule 28
Post Determination and Promotion Basis for Promotion
(1) 25 percent of the vacant posts of primary, lower secondary and secondary level first and second class will be filled by promotion based on internal competitive examination and 75 percent on the basis of performance evaluation.
(2) When recommending a teacher for promotion, the commission will do it on the basis of his work ability and while evaluating the teacher's work ability, a maximum of 100 marks will be given as follows:-
(a) Limitation of seniority of employment 35
(b) 20
for educational qualification (c) 10
for training (d) The execution of work will be divided as follows:-
(1) 15
for the achievements of the students in the related subjects taught (2) 5
for doing research on matters related to teaching work (3) 5
for special responsibility (4) 10
for evaluation done by supervisor and review committee based on performance (3) The commission shall first recommend the teacher who has obtained the highest marks for promotion after evaluation according to sub-rule (2). In the case of teachers who get the same marks, they will be recommended for promotion on the basis of seniority.
