: According to this constitution, until the federal parliament is elected and its first session begins, if there is any obstacle in the implementation of this constitution, the President may issue necessary orders to remove such obstacles on the recommendation of the Government of Nepal and the Council of Ministers. After such an order is issued, it should be submitted to the Legislature-Parliament or the Federal Parliament for approval.
