Rule 51
Restriction on Nomination
Notwithstanding anything written earlier in this paragraph, no civil servant shall be nominated for study, training or study tour during the period when he is not a potential candidate for promotion as per Section 22 of the Act.

(1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts.
