Rule 11
Functions, Duties and Powers of the Attorney General

(1) In addition to the work, duties and rights mentioned in Article 158 of the Constitution of Nepal and other prevailing laws, the Attorney General's "work, duties and rights shall be as follows:-
(a) . Providing legal opinion advice on constitutional and legal matters to the Government of Nepal and officials appointed by the Government of Nepal,
(b) Appearing before a court or a hearing body or official on behalf of the Government of Nepal or an official of the Government of Nepal in a case involving the rights and interests of the Government of Nepal and pleading the case, (c) In the Supreme Court, the interpretation of the Constitution or any other complex legal question is involved. or appearing and advocating a debate in a case involving a question of public-importance,
(d) To send in writing to the relevant constitutional body, ministry, secretariat, department or other government office for the execution of orders or judgments from the court,
(e) If there is any difficulty during the implementation of existing laws, or if there is an urgent need to make a law, or if it is found that the existing law needs to be amended or the existing law needs to be implemented, to make a recommendation to the Government of Nepal, explaining the basis and reason thereof,
(f) To improve and maintain uniformity in legal drafts including written answers presented to the court by constitutional bodies, ministries, secretariats, departments or other government offices, and to make necessary coordination between such bodies, ministries, secretariats, departments or offices,
(g. Monitoring the human rights situation of prisoners and detainees in prisons and prisons and giving necessary instructions to relevant agencies,
(h. To facilitate and coordinate necessary for uniformity and effectiveness in relation to the work of the Attorney General,
(j) to give necessary directions to the Attorney General in relation to the implementation of the Constitution and - Federal Laws,
(h) To conduct monitoring by the Chief Attorney regarding the humane treatment of the detainees in the custody, correctional facilities or detention cells under the management of the state government.
(2) pending in the Supreme Court aIn any case of serious or public importance or in which the rights and interests of the Government of Nepal are concerned, in addition to the appointed public prosecutor, the Attorney General or the head of the department may appoint an additional public prosecutor if it is deemed necessary to prosecute and argue the case.
(3) If the Attorney General feels that any decision or action taken by a government office or an institution or body established in accordance with law has violated the Constitution or existing law or the public interest has been violated, and if no complaint has been filed by the officer designated by law to appeal against such decision or action, or If no official has been appointed to do so, the Attorney General himself or the public prosecutor appointed by him may file a complaint against such a decision or action to the relevant body according to the law or make him do so or give necessary suggestions or instructions.
