4. Strategy
4.1. The service will be expanded so that everyone has access to telecommunication services. Telecommunication services will be provided to consumers through common telephones. For this, emphasis will be placed on the expansion of fixed mobile telephones. Geo-satellite system can also be used to expand the service. Other services related to information and communication technology will be provided through community centers.
4.2. Obligation to provide service The telecommunication service provider must provide service as soon as any consumer in the urban area requests it. 4.3. Development of commercial services: Government agencies and private businessmen in urban areas will be provided with leased lines, data and other similar commercial services from more than one service provider.
4.4. Liberalization of telecommunication sector: The telecommunication sector has been opened for service providers. But due to the radio spectrum, the number of service providers may be limited. When the service provider provides the directory service, he must provide such service including all the customers who use the service.
4.5. An open license system will be implemented:
An open license system will be implemented to allow all service providers to enter the telecommunication sector. A transparent process will be followed while granting such a permit. Also, an environment of healthy competition will be created.
4.6. Private sector participation will be encouraged :
Private sector participation will be encouraged in the telecommunication sector. Foreign investment will be attracted. Arrangements will be made to regularly inform the private sector about the details of the reforms in the telecommunication sector and the opportunities available in this sector.
4.7. Entering the information society: Nepal will be effectively entered into the information society by providing other necessary infrastructure such as the expansion of telecommunication services and laws related to information and communication.
4.8. Appropriate information and communication technology for rural users: GrAppropriate information and communication technology will be provided according to the capacity and needs of the users of the Amin area. In this regard, with the participation of the private sector as well, information and communication technology based on radio, television and telephone that does not require special training and does not require literacy will be provided. Information and communication technology services will be provided to rural users through small service providers.
4.9 Those engaged in development work will be made to make full use of information and communication technology: Involved in this work to bring effectiveness in development work such as rural development and infrastructure construction. Governmental and non-governmental individuals and organizations will be made to use information and communication technology such as the Internet by developing the necessary capacity up to the district and village levels.
4.10. Commercialization of Nepal Telecommunication Company: In the course of commercialization of Nepal Telecommunication Company, the company will be converted into a company and the ownership of Nepal Government will be reduced. Various improvement programs will be conducted to enable the company to face the increasing competition.
4.11. Institutional development for policy implementation: For the successful implementation of the telecommunication policy, the Ministry of Information and Communication and Nepal Telecommunication Authority will be engaged in institutional development by increasing the manpower and financial capacity. The roles and responsibilities of the Ministry of Information and Communication and the Ministry of Science and Technology will be clarified in terms of the formulation and implementation of policies and laws related to information and communication technology.
4.12. Economic efficiency of the telecommunication sector: Emphasis will be placed on enhancing the economic efficiency of the telecommunication sector by creating an environment of healthy competition among telecommunication service providers.
