1. Background

After the restoration of multi-party democracy in Nepal, although the policies adopted are moving in the right direction, the achievements in the economic and social fields have not been able to fulfill the aspirations of the majority of the people. Especially in the past decade, although there have been achievements in some areas such as education, health and social, Nepal is among the lowest countries in the world from the point of view of human development. Considering this situation, the government of Nepal has made poverty alleviation its main goal in national development. To achieve this goal, the government of Nepal has embraced broad and sustainable economic growth, social sector development, targeted programs and good governance as the main basis of the development strategy. In this background, the government of Nepal is of the opinion that the telecommunication sector should play an important role in the overall development of the nation.
