Rule 7A
Gazetted Special Category Post
(1) According to sub-section (2) of section 6 of the Act, the gazetted special category posts which are grouped (clustered) in the service are Schedule-2A. will be as follows.
(2) The Government of Nepal shall, within thirty days from the date of commencement of this regulation, transfer and post the employees working in the gazetted special category based on their qualifications and experience to the appropriate grouping (cluster) position as per sub-rule (1).
(3) The promotion of the gazetted special category after the commencement of this regulation shall be promoted only from among the gazetted first category employees in the service of the relevant grouping.
(4) The civil library shall update the records and inform the relevant authorities so that the services of the posts established in accordance with this rule are also opened.

(1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts.
