Article 51
Policies of the State
The State shall adopt the following policies:-
(a) Policy on National Unity and National Security:
(1) Protecting the independence, sovereignty, geographical integrity and independence of Nepal and keeping the national unity intact,
(2) Promoting national unity by maintaining mutual harmony, tolerance and solidarity among different castes, castes, religions, languages, cultures and sects and developing cooperative relations among the federal units,
(3) Developing a national security system and arranging peace and security,
(4) to guarantee universal human security,
(5) Based on the national security policy, make all security agencies including the Nepali Army, Nepal Police, Armed Police Force, Force Nepal strong, strong, professional, inclusive and accountable to the public,
(6) To prepare and enable citizens to serve the nation according to national needs,

(b) Political and Governance Policy:

(2) Maintaining the rule of law while protecting and promoting human rights,
(3) Implementation of international treaty agreements to which Nepal is a party,
(4) Making the public administration clean, competent, fair, transparent, corruption-free, accountable and participatory, ensuring equal and easy access of the people to the services provided by the state, and guaranteeing good governance. (5) Making necessary arrangements to make the mass media clean, healthy, fair, dignified, responsible and professional (6) To develop and expand harmonious and cooperative relations by sharing responsibilities, resources and administration between federal units.
(c) Policy on Social and Cultural Transformation:
(1) Basis in social harmony by developing a healthy and civilized cultureTo build a society,
(2) To study, research, excavate and propagate for the protection, promotion and development of historical, archeological and cultural heritage,
(3) Community development by promoting and mobilizing the creativity of the local community in social, cultural and service work, enhancing local people's participation,
(4) Emphasizing the development of art, literature and music as national heritage,
(5) To put an end to all kinds of discrimination, inequality, exploitation and injustice in the name of religion, custom, tradition, custom and culture existing in the society,
(6) To preserve and develop the language, script, culture, literature, art, film and heritage of different castes and communities on the basis of equality and coexistence while maintaining the cultural diversity of the country,
(7) To adopt multilingual policy.
(d) Policy on finance, industry and commerce:
(1) Strengthening the national economy through the participation and independent development of the public, private and cooperative sectors,
(2) Giving importance to the role of the private sector in the economy and achieving economic prosperity by utilizing the available means and resources to the maximum extent,
(3) Promoting the cooperative sector to mobilize more for national development,
(4) Encouraging and mobilizing in all-round national development by providing regulation to maintain cleanliness, accountability and competition in all activities of the economic sector,
(5) Equitable distribution of the available means, resources and returns of economic development (6) Diversifying and expanding the market for goods and services by identifying areas of comparative advantage and promoting exports through industry development and expansion,
(7) By putting an end to activities such as black market, monopoly, creating artificial scarcity and controlling competition, making the national economy competitive and maintaining business hygiene and discipline, protecting the interests of consumers,
(8) For the development of the national economy, priority should be given to domestic investment based on Nepali labor, skills and raw materials by protecting and promoting national industry and resources.giving,
(9) Prioritizing domestic investment for the development of the national economy (10) Encouraging and mobilizing infrastructure development by attracting foreign capital and technology investment in the fields of import substitution, export promotion, which is favorable to the national interest,
(11) Making foreign aid transparent based on national needs and priorities and incorporating the amount received from foreign aid into the national budget,
(12) Utilizing the knowledge, skills, technology and capital of non-resident Nepalis in national development (13) In terms of industrial corridors, special economic zones, national projects, foreign investment projects, establishing coordination between provinces and federations to provide dynamics to economic development.
(e) Policy on Agriculture and Land Reforms:
(1) Ending dual ownership of land and carrying out scientific land reform taking into account the interests of farmers (2) Discouraging absentee land ownership and increasing production and productivity by land consolidation,
(3) To protect and promote the rights and interests of farmers, to increase the production and productivity of agriculture by adopting land use policy and to manage land and commercialize, industrialize, diversify and modernize agriculture,
(4) Regulating and managing the land based on its productivity, nature and environmental balance, and making proper use of it,
(5) Arranging agricultural materials, fair price of agricultural produce and access to the market for farmers.
(f) Development Policy:
(1) Formulate strategies and programs for sustainable socio-economic development under regional development plans for inclusive economic development with regional balance and implement them in a coordinated manner,
(2) Developing physical infrastructure in a balanced, environment-friendly, quality and sustainable manner, giving priority to backward areas in terms of development
(3) Enhancing local people's participation in the process of development (4) Scientific study, research and invention, improvement of science and technologyand increasing investment in development and protection of scientific, technical, intellectual and special talents,
(5) Developing and expanding information technology in accordance with national needs, ensuring easy and simple access to it by the general public and making maximum use of information technology in national development,
(6) Making arrangements for the common people to receive the benefits of development in a fair manner, giving priority to the poor citizens,
(7) Develop an integrated national identity management information system to manage all types of information and details of citizens in an integrated manner and link it with the service facilities available from the state and the national development plan,
(8) Update the demographic data and link it with the National Development Plan.
(g) Policy on protection, promotion and use of natural resources:
(1) Protecting, enriching and using the natural resources available in the country in a sustainable manner in accordance with the national interest and intergenerational justice, and giving equitable distribution of the benefits to the local community,
(2) Multi-use development of water resources giving priority to indigenous investment based on public participation,
(3) By producing and developing renewable energy, to ensure the supply of reliable and reliable energy in order to meet the basic needs of the citizens, and to use energy appropriately. (4) Developing sustainable and reliable irrigation by controlling water-borne disasters and managing rivers,
(5) Protecting, promoting and sustainably using forests, wild animals, birds, plants and biological diversity while minimizing the risks to the environment from industrial and physical development by increasing the awareness of the public about environmental hygiene,

(h) Policy on Basic Needs of Citizens:
(1) By making education scientific, technical, professional, skill-oriented, employment-oriented and people-oriented, to prepare competent, competitive, ethical and dedicated manpower for the national interest,
(2) Increasing state investment in the education sector and making private sector investment in education more serviceable by regulating and managing it,
(3) Making higher education easy, quality and accessible and gradually making it free,
(4) Establishment and promotion of community information center and library for personality development of citizens,
(5) To make the citizens healthy, the state will continue to increase the necessary investment in the field of public health (6) Ensuring easy, accessible and equal access to quality health services for all,
(7) Protecting and promoting health systems including Ayurvedic, natural medicine and homeopathy as traditional medical systems of Nepal,
(8) Increasing state investment in the health sector and making private investment in this sector more serviceable by regulating and managing it,
(9) Increasing the number of health institutions and health workers by emphasizing on health research to make health services accessible and quality. (10) To increase the average life expectancy by reducing the maternal and child mortality rate by encouraging family planning for population management based on the capacity and needs of Nepal. (11) Managing unorganized settlements and developing planned and orderly settlements,
(12) Increasing investment in the agricultural sector and encouraging the production of food that is suitable for the climate and soil in accordance with the recognition of food sovereignty, the provision of sustainable production, supply, storage, security and easy and effective distribution of food.to do,
(13) Ensuring equal access of all citizens to basic goods and services, giving special priority to remote and backward areas and arranging planned supply,
(14) Ensuring simple, convenient and equal access of citizens to transport facilities, increasing investment in the transport sector and giving priority to environmentally friendly technology, encouraging public transport and regulating private transport to make the transport sector safe, orderly and disabled-friendly,
(15) Arranging access to health care while ensuring health insurance for citizens.
(i) Labor and Employment Policy:
(1) Making the labor force, which is the main socio-economic force of the country, skilled and professional while ensuring that everyone can work, and increasing employment in the country itself,
(2) Guaranteeing social security while ensuring the basic rights of all workers in line with the concept of decent labor,
(3) Ending all forms of labor exploitation, including child labor (4) Encouraging participation of workers in management while maintaining good relations between workers and entrepreneurs (5) Regulating and managing this sector to make foreign employment free from exploitation, safe and organized and to guarantee the employment and rights of workers,
(6) Encouraging capital, skills, technology and experience gained from foreign employment to be used in the productive sector in the country.
(j) Policy on Social Justice and Inclusion:
(1) Giving priority in employment to single women who are in a helpless situation on the basis of skills, abilities and qualifications, making appropriate arrangements for livelihood,
(2) Rehabilitating, protecting, empowering women who are vulnerable, socially and family excluded, and victims of violence, making them self-reliant,
(3) Ensuring the consumption of necessary service facilities in reproductive conditions,
(4) Financially evaluating work and contributions such as child rearing, family care,
(5) the best interests of the child as a primary consideration;Attention,
(6) Rehabilitate the freed workers, Kamhalari, Harwa, Charwa, Halia, landless, squatters by providing houses for residence and arable land or employment for livelihood,
(7) Enhancing youth participation in national development and creating an environment for the full use of political, economic, social and cultural rights, providing special opportunities for the empowerment and development of youth in the fields of education, health, employment, etc. Providing,

(11) Making special arrangements for the protection, upliftment, empowerment, development and basic needs fulfillment opportunities and benefits of the citizens of oppressed and backward areas,
(12) Giving priority to the economically disadvantaged in all genders, regions and communities while providing social security and social justice,
(13) Planned investment in sports and athletes to prepare healthy, capable and disciplined citizens and develop sports as a means of strengthening national unity and increasing national honor in the international arena. (14) Establishing, approving, operating, regulating the investment and role of community and national or international non-governmental organizations and making them accountable and transparent.To adopt a one-door system for management and to involve such associations only in the areas of national needs and priorities.
(k) Policy on justice and penal system:
(1) To make the administration of justice fast, accessible, economical, fair, effective and accountable to the people,
(2) Adopting alternative measures such as conciliation, mediation for resolving disputes of a general nature,
(3) To adopt effective measures to control corruption and irregularity in all sectors including political, administrative, judicial, social.
(l) Tourism related policy: through the identification, protection, promotion and promotion of Nepal's historical, cultural, religious, archeological and natural heritages, development of eco-friendly tourism industry as an important basis of the national economy, creation of environment and policies necessary for the development of tourism culture and tourism industry Giving priority to the local people in benefit distribution.
(d) Policy on International Relations:
