(1) There shall be a National Council as the supreme body of Nepal Scout.

(2) The formation of the National Council shall be as follows:-

(a) Chief Scout – Chairman

(b) Chief Commissioner – Vice Chairman

(c) Three from among the members of the Federal Parliament - Member

(d) Member, National Planning Commission (Looking after Education) - Member

(D1) Governor, Nepal Rashtra Bank – Member

(E) Secretary, Ministry of Youth and Sports – Member< /p>

(f) Secretary, Ministry of Finance – Member

(g) Secretary, Women and Society Ministry of Welfare – Member

(h) ………………….

( j) General Minister, Nepal Red Cross Society – Member

(j) Five people from among social workers – member

(k) Three members from among the donors - members

(l) Two women and two men from each province, twenty-eight members elected from among themselves by the members of the national level trained team of Nepal Scout of the respective province - Members

(d) Twenty-eight members elected from among themselves by members of the province level of Nepal Scout to be represented at the rate of four from their respective provinces - members

(r) Secretary – Member – Secretary

(3) According to clauses (b), (c), (j) and (t) of sub-section (2) In order to nominate members, the National Council shall form a recommendation committee consisting of five members who are elected members of the National Council and the person recommended by that committee shall be nominated by the Chief Scout as a member of the National Council. The Scout shall form a recommendation committee of five members who are elected members of the National Council and the person recommended by the committee shall be nominated by the Chief Scout as a member of the National Council. The election of the following members shall be as prescribed.

(5) The term of office of nominated and elected members of the National Council shall be four years.
