Article 243
Functions, Duties and Powers of Public Service Commission

(1) It shall be the duty of the Public Service Commission to conduct examinations to select suitable candidates for appointment to civil service posts. Explanation: For the purposes of this article, "civil service post" means military or Nepal Police or Armed Police Force, service posts of employees of Nepal and all other service posts of the Government of Nepal except for other service posts specified as per the Act.
(2) Apart from civil service posts, the written examination for filling posts in Nepal Army, Nepal Police, Armed Police Force, Nepal, other federal government services and organized organizations will be conducted by Public Service Commission. Explanation: For the purposes of this article, "Organized Institution" means an institution, company, bank, committee or institution established or established by the Government of Nepal in accordance with federal law, in which fifty percent or more of the shares or equity is owned or controlled by the Government of Nepal, except for Universities and Teachers Service Commission. , authorities, corporations, foundations, boards, centers, councils and other organized organizations of a similar nature.
(3) The Public Service Commission shall be consulted on the general principles to be adopted for promotion to the posts of the Nepali Army, Nepal Police, Armed Police Force, Nepal and other federal government services.
(4) The Public Service Commission shall be consulted regarding the law relating to the conditions of service of the service employees of any organized organization and the general principles to be adopted for promotion to such service posts and departmental action.
(5) Permanent appointment will not be made without consulting the Public Service Commission to the post receiving pension from the Government of Nepal.
(6) Public Service Commission should be consulted on the following matters:-
(a) In the matter of laws relating to the conditions of the Federal Civil Service,
(b) Regarding the principle to be adopted in the appointment, promotion and departmental action in the federal civil service or post,
(c) on the suitability of a candidate for appointment to a post in the Federal Civil Service for a period exceeding six months,
(d) from any post in the Federal Civil Service aRegarding the suitability of the candidate for any other type of federal civil service post or on transfer or promotion from another government service to the federal civil service or on transfer or transfer from a state civil service post to a federal civil service post or from a federal civil service post to a state civil service post,
(e) regarding the permanent transfer or promotion of an employee in a position not requiring the consultation of the Public Service Commission to a position requiring the consultation of the Public Service Commission, and
(f) Regarding departmental punishment to be meted out to employees of the Federal Civil Service (7) Whatever is written in sub-section (6) shall be in accordance with the jurisdiction of the Judicial Service Commission under Article 154.
(8) The Public Service Commission may delegate any of its functions, duties and powers to the Chairman of the Commission or any member or an employee of the Government of Nepal to exercise and comply with the prescribed conditions.
(9) Other functions, duties and powers of the Public Service Commission shall be in accordance with federal law.
