(1) The public educational institution shall allocate seventy-five percent of the total seats for the undergraduate level for scholarships in accordance with sub-section (7) of section 17 of the Act, maintaining one-third of the remaining twenty-five percent seats for foreign students.
(2) According to sub-section (4) of Section 17 of the Act, educational institutions providing free scholarships to the Government of Nepal up to one-third of the total number of seats and indigenous educational institutions providing free scholarships to the Government of Nepal according to Sub-section (6) of Section 17 of the Act up to one-third of the total number of seats. Up to 50% seats can be reserved for foreign students.
(3) If Nepali students are not admitted in the seats reserved for Nepali students according to the Act and these regulations, foreign students can be admitted in such seats.
