Rule 20
Scholarship

(1) Subsections (4), (6) and (7) of Section 17 of the Act and the total scholarship seats received by the Government of Nepal from home and abroad for undergraduate level, fifty-five percent of the seats are from the order of merit established through open competition and forty-five percent of the seats are according to sub-rule (2). Selection will be made from merit order reserved for community and individual.
(2) Forty-five percent of the seats reserved as per sub-rule (1) will be maintained at 100 percent and scholarship seats will be distributed on the basis of the following percentages:- a Women - thirty-three percent, b Dalits - nine percent, c tribals - fifteen percent, d Khas Aryans - seventeen percent, e Madhesi - twelve percent, f Tharu - four percent, six Muslims - two percent, j people from backward areas - four percent j persons with disabilities - two percent, j families of martyrs, families of missing persons, families of wounded warriors and conflict victims - two Percentage,
(3) According to clause (a) of sub-rule (2), out of the thirty-three percent seats reserved for women, three percent seats shall be reserved for the women of the Dalit community and two percent of the seats shall be reserved for the women of the Muslim community.
(4) According to clause (e) of sub-rule (2), three percent of the twelve percent seats allocated for the Madhesi community will be allocated to the people of the Madhesi Dalit community.
(5) Notwithstanding anything else written in this rule, if there is no candidate who has passed the examination (SEE) held at the end of class six to the end of class ten of secondary level from a community school in the reserved seat, candidates from the same community who have passed the examination at the end of class ten of secondary level from other schools within Nepal will be selected. .
(6) According to sub-rule (3), if women of the respective communities are not available in the seats reserved for women of the Dalit community and women of the Muslim community, women of other communities shall be selected for such seats.
(7) According to sub-rule (4), if a person from the respective community is not available in the seat reserved for the Madhesi Dalit community, another person from the Madhesi community will be selected for such seat.
(8) Decimals in determining percentages under this ruleIf the number comes later, it will be done as follows :-
(a) Add one seat to the candidate with the highest number after the decimal point, (b) Add one seat to the community whose candidate is ahead in the order of open merit if the number after the decimal point is equal. For example: If the percentage is 5.5 percent for women and 5.2 percent for persons with disabilities, then 6 seats will be reserved for women and 5 seats for persons with disabilities. If there is 5.5 per cent for women and 5.5 per cent for persons with disabilities, one seat will be added for the community whose name is first in the open merit order. (9) According to this rule, when selecting candidates for scholarships received from foreign countries or educational institutions, as far as possible, candidates from both open and reserved groups will be selected.
(10) According to this rule, if a seat is not available for a group open or reserved in a year as per sub-rule (9) due to not reaching the number after the decimal point, the number of that group of that year will be added to the next year.
(11) If no application of that group is received in the seat allotted to any group or if the candidate is not selected, the seat allotted to that group will automatically shift to the open group.
