Rule 11A
Teacher service should be made inclusive

(1) In order to make the teaching service inclusive, forty-five percent of the teaching positions to be filled through open competition in public schools approved by the government of Nepal will be filled by separate competition among the following candidates only:-
(a) Women – thirty three percent
(b) Tribals/tribes – twenty seven percent
(c) Madheshi, tribal/tribal, Dalit, backward class or minority Muslim community living in Terai-Madhesh - twenty two percent
(d) Dalits – nine percent
(e) Handicapped – five percent
(f) Backward Areas – Four percent Explanation: For the purpose of this rule,–
(1) "Tribal/Tribal, Madhesi, Dalit, Backward Class or Minority Muslim" means economically and socially backward tribal/tribal, Madhesi, Dalit, Backward Class or Minority Muslim.
(2) "Backward Area" means the districts of Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu and Humla.
(2) According to clause (a) of sub-rule (1), out of the thirty-three percent seats reserved for women, three percent seats shall be reserved for women of Dalit community and two percent seats shall be reserved for women of Muslim community.
(3) In accordance with clause (b), (c) or (d) of sub-rule (1), a person who is a candidate can only compete as a candidate of a community in any one section in the advertisement for any one post. But this arrangement will not apply to women.
(4) In determining the percentage according to sub-rule (1), if there is an exponent less than one percent, such exponent will be shifted to the next group immediately after the group in which the exponent occurred.
(5) If a suitable candidate is not available in the advertisement of the year for which the advertisement is made for the post set apart according to sub-rule (1), then such post shall be included in the advertisement of the next year.
(6) If a suitable candidate is not available despite advertisement as per sub-rule (5), such post shall be filled by open competition in the same year.Should be included in the post.
(7) The system of filling posts by the percentage determined according to sub-rule (1) shall be reviewed every ten years.
(8) For the purpose of sub-rule (1), the details of the economically and socially backward tribals/tribals, Madheshi, Dalits, backward classes or minority Muslim communities shall be as prescribed by the Government of Nepal by publishing a notice in the Nepal Gazette.
(9) If there is any dispute while determining the number of posts according to the percentage as per sub-rule (1), the decision made by the commission will be final.
