Rule 99
Educational and progeny instinct

(1) If a civil servant dies due to an accident in the course of government work or if he is unable to work for life due to the same reason, at most two children of such dead or disabled employee will be given annual educational allowance at the following rate until they reach the age of eighteen years:-
(a) Two thousand four hundred rupees to each descendant of a gazetted employee (b) One thousand eight hundred rupees to each descendant of gazetted and unranked employees.
(2) A maximum of two descendants of a civil servant who died in the course of government work will be given a monthly gratuity at the rate of the following percentage of the starting salary scale of the position held by the deceased employee, including the educational qualification as per sub-rule (1):- Percentage of the position of the starting salary employee
(a) Chief Secretary – 6
(b) Secretary and the like – 6.5
(c) Additional Secretary and the like – 7
(d) Joint Secretary and similar – 8
(e) Deputy Secretary and the like – 10
(f) Branch Officers and the like – 12
(g) Naib Subba and the like – 12
(h) Purchasers and the like – 12
(i) Mukhiya and the like – 13
(j) Bahidar and the like – 14
(k) Unranked and gazetted fifth category – 15
(3) The benefit as per sub-rule (2) shall be received by the respective descendants until they reach the age of eighteen years. Explanation :- For the purpose of this rule, "descendant" means son or daughter of the civil servant concerned.
