Article 232
Relationship between union, state and local level

(1) The relationship between the union, state and local levels will be based on the principle of cooperation, coexistence and coordination.
(2) The Government of Nepal may issue necessary instructions to the Provincial Council of Ministers in accordance with this Constitution and federal laws on matters of national importance and coordination between provinces and it shall be the duty of the concerned Provincial Council of Ministers to comply with such instructions.
(3) If there is an action in a province that seriously affects the sovereignty, geographical integrity, nationalism or independence of Nepal, the President may alert such provincial council of ministers as necessary, suspend or dissolve the provincial council of ministers and the provincial assembly for a maximum of six months.
(4) In case of suspension or dissolution of a Provincial Council of Ministers and Provincial Assembly in accordance with sub-section (3), such action shall be approved by a majority of the total number of members of the Federal Parliament immediately existing within thirty-five days.
(5) If the action related to the dissolution carried out in accordance with sub-section (3) is approved by the Federal Parliament, the provincial assembly elections will be held in such province within six months. However, if there is no approval from the Federal Parliament, such suspension or dissolution shall automatically become inactive.
(6) If the suspension made in accordance with sub-section (3) is approved in accordance with sub-section (4), the federal government shall be maintained in such province throughout the period of such suspension and until the election of the provincial assembly is held in accordance with sub-section (5).
(7) When the federal government is maintained, the federal parliament can enact laws on matters listed in Schedule-6. Such a law shall remain in force until the respective provincial assembly enacts another law and repeals it.
(8) The Government of Nepal, by itself or through the provincial government, may give necessary support and instructions to the village executive or city executive in accordance with this constitution and federal laws. It will be the duty of the village executive or city executive to comply with such instructions.
