Article 78
A person who is not a member of the Federal Parliament to be a Minister

(1) Notwithstanding anything contained in sub-section (9) of Article 76, the President may, on the recommendation of the Prime Minister, appoint any person who is not a member of the Federal Parliament to the post of Minister.
(2) The minister appointed according to sub-section (1) shall obtain the membership of the Federal Parliament within six months from the date of taking the oath.
(3) If he fails to obtain membership of the Federal Parliament within the period as per sub-section (2), he shall not be eligible for re-appointment to the post of Minister during the term of the immediately existing House of Representatives.
(4) Notwithstanding anything written in sub-section (1), a person who has been defeated in the election of the House of Representatives for the time being shall not be eligible for appointment as a minister during the tenure of such House of Representatives.
