: (1) The right to conclude a treaty or agreement shall be vested in the association.
(2) The Government of Nepal shall consult with the respective provinces when entering into a treaty or an agreement on matters falling under the list of rights of the provinces.
(3) The Provincial Council of Ministers may enter into contractual agreements on economic and industrial matters with the consent of the Government of Nepal.
