4.1 Problem

Studies related to the effects of climate change and possible effects are very few in Nepal. The impact has yet to be scientifically evaluated. Due to the scarcity of human and economic resources and the lack of appropriate equipment, climate modeling, the impact on natural resources from the Himalayas to the Terai Madhesh region, and the assessment of the impact on other areas of economic activity have not been able to progress as expected. A detailed study, survey, and monitoring of the dangerous situation of snowmelt and icefall is yet to be done. A detailed accounting of the adverse effects of climate change on agriculture, water resources, forests and biodiversity, public health, tourism, etc. is yet to be done. In the same way, climate change and its related effects are to be eliminated or reduced and appropriate technology development and preparedness programs to deal with risks and disasters are also expected to be conducted. Overall, the major problem today is the inability to build an effective blueprint to address the effects of climate change, including adaptation, impact mitigation, financial resources, technology development and transfer, capacity building, and climate adaptation, including the provisions of the Convention on Climate Change and the decisions made by the Conference of Parties. . There is also a lack of bodies that have the ability to look at climate change, which is a major global issue, from the perspective of science and technology. Due to the lack of knowledge, scientific data, information and information about the impact on the socio-economic development sectors and the possible impacts, the national effort to adapt the climate to the socio-economic development sector has been challenging.
