Rule 11A. When applying for the positions separated as follows, it should be given on the following basis:-
(a) In relation to tribals/tribals, in the case of castes listed in the Nepal Tribal/Tribal Upliftment National Foundation Act, 2058, on the basis of the same list and if there is more than one surname within the caste listed in that act, it is the surname within the caste listed by the Chief District Officer on the recommendation of the head of the concerned local body. Based on the fact that,
(b) Madheshis, tribals/tribes, Dalits, backward classes or minorities living in Terai-Madhesh through institutions as specified by the Government of Nepal by publishing notices in the Nepal Gazette regarding Madheshis, tribals/tribes, Dalits, backward classes or minorities living in Terai-Madhesh. On the basis of being certified as a Muslim community and on the recommendation of the head of the concerned local body, on the basis of being certified as a Madheshi, tribal/tribal, Dalit, backward class or minority Muslim community living in Terai-Madhesh by the Chief District Officer,
(c) In relation to Dalits, in the case of the caste listed by the National Dalit Commission, on the basis of the same list and if there is more than one surname within the caste listed by that commission, on the recommendation of the head of the local body concerned, on the basis that it is certified by the Chief District Officer as a surname within the caste so listed,
(d) In the case of a person with a disability, on the basis of a disability identity card obtained from the local authority,
(e) Citizenship certificate obtained from the relevant district stating permanent residence in the district where the advertisement is related to the backward area and on the basis of proof of permanent residence in the same place till the time of application from the concerned village development committee or municipality.
