10 Interaction and Dialogue between Government and Donor Parties

10.1 Various measures will be adopted to improve the quality of interaction and dialogue between the government and donor parties. In this regard, the former Nepal Consultative Group has now been transformed into the Nepal Development Forum. Further steps will be taken to transform the Nepal Development Forum into a central platform for high-level policy discussions on development. In this forum, special attention will be paid to connect the issue of foreign aid with the broader development issues raised in the country and raised by donors. A support group meeting will be held at the local level to resolve various aspects of major policies, strategies and implementation at the national and regional levels. Likewise, the leadership role of the government will be increased in thematic and sectoral level discussions.

10.2 Although there are discussions on development partnership at the international level and in the multilateral sector, it is not felt that it is fully followed within the country. Therefore, an important objective of the negotiations with the donor government will be to work in accordance with the true meaning and spirit of development partnership within the country. To strengthen this type of development, the actions of the Nepal government and donors will be made more transparent by significantly improving the flow of information between all parties involved. are relevant. In this institutional arrangement-

(a) The Foreign Economic Relations Department will be raised to the level of the existing Foreign Aid Coordination Division, which is a central mechanism for resolving the concerns raised during the improvement of the management of foreign resources, efficient use of foreign aid and coordination of foreign aid.
(b) A committee will be formed under the chairmanship of the Minister of Finance to quickly approve the projects that are operated with foreign aid. The Vice Chairman of the National Planning Commission, Law, Justice and Parliamentary System ManThe secretary of the Ministry, the secretary of the relevant ministry, the finance secretary and the joint secretary of the foreign aid coordination division of the Ministry of Finance will be members. The Ministry of Finance, Foreign Aid Coordination Division will act as the secretariat of the said committee.

(c) Effectiveness of economic diplomacy will be enhanced by increasing the effective and efficient participation of relevant government agencies in a procedural manner.
(d) In order to support the implementation of the foreign aid policy, the planning divisions under the various ministries of the Government of Nepal will be strengthened by enhancing their existing capacity for project preparation, evaluation, supervision and monitoring.
(e) In addition to strengthening the Social Welfare Council and promoting it as a one-stop shop for providing support to the services of non-governmental organizations and international non-governmental organizations, the council will be developed as a focal point (now established) in this regard.

10.4 Review Mechanism - The National Planning Commission will play a leading role in reviewing development projects and programs. Effective implementation of projects can only be done through continuous supervision, monitoring and evaluation and impact studies. So far these are not done regularly. Special emphasis will be given to these aspects in overall project management. Arrangements will be made for a strong advocacy mechanism to create broad opportunities for stakeholders to share their ideas regarding the project. By making the reporting system effective, arrangements will be made for close interaction between policy makers and project implementers on the basis of such reports. A plan will be prepared to regularly evaluate and study the projects and programs operated by foreign aid.
