5. Strategy

5.1 5.1 Licensing

Production of Air Service Operating Organizations, Aircraft Maintenance Organizations, Air Flight Training Organizations and other manpower required for air transportation within the government approved policy. A one-door system will be developed for the licensing of organizations, service operation certificates to licensed organizations, determination of base locations, additions and reductions of equipment, route changes and upgrades through the Nepal Civil Aviation Authority in a transparent and unified manner.

5.2 . Flight Safety Information 5.2.1. In the case of pressurized aircraft, the import of such aircraft, which is more than 15 (fifteen) years old or has completed 75 percent of the economy design life or completed 45000 pressurization cycles, whichever is earlier, will be prohibited. 5.2.2. In the case of non-pressurized aircraft, the decision will be made on a case-by-case basis of the aircraft to be imported and after a thorough examination of the aircraft's records. However, aircraft older than 20 years will not normally be allowed to be imported. 5.2.3. In the case of the above-mentioned pressurized and non-pressurized types of aircraft that have reached more than half of the economic design life (of the aircraft's operational life), a structural integrity program will be prepared and flight operations will be allowed only on the basis of that. 5.2.4. Entry by purchase or lease purchase of aircraft At the time of importation of aircrafts, if they are 5 years old or less, such airline operators will be encouraged. 5.3 Capacity and Capital Investment 5.3.1 Airline operators operating domestic scheduled flights must have at least 3 (three) aircrafts. Among them, at least one aircraft should be suitable for operating at airports in remote areas and one aircraft should be owned by an airline operating organization. 5.3.2. The following minimum paid-up capital should be available for the following organizations: International Airlines - fifty million rupees

p>Domestic Air Services – Fifteen TaxesOne rupee Air Flight Training Institute - 10 crore rupees Aircraft and Aircraft Parts Maintenance Institute - five crore rupees Aviation Sports - 1 crore rupees

5.3.3. The founder of the Air Service Management Organization, 9H Hayatayachak, should not have outstanding debts to the Government of Nepal, Civil Aviation Authority of Nepal, organizations owned by the Government of Nepal, and should not be in the black list of Nepal Rastra Bank loans. 5.4. Development of Air Transport Infrastructure 5.4.1 Tribhuvan International Airport 5.4.1.1 The Government of Nepal, Nepal Civil Aviation Authority and private investment will be mobilized to gradually expand and upgrade the Tribhuvan International Airport according to the long-term plan. 5.4.1.2 Institutional reforms will be made to make the managerial capacity of Tribhuvan International Airport more effective and stronger. 5.4.2. New International Airport For the purpose of building an international airport with modern facilities for the expansion of air traffic, a new international airport will be built keeping in view the standards set by the International Civil Aviation Organization. 5.4.2.1. The master plan of the new international airport will be prepared in view of the long-term impact and the evaluation of the feasibility studies and more necessary studies in the past. 5.4.2.2. Acquisition and management of land required for airport construction, tourist sites, environmental impact assessment, Vasai Sarai plan will be taken into consideration. 5.4.2.3. For the construction of the airport, the master plan of major roads connecting the main cities of the nation and industrial development will also be evaluated. 5.4.2.4. To gather necessary resources for airport construction and development, various forms of investment will be studied and procedures will be determined and implemented in such a way as to attract domestic and foreign private investors. 5.5. Regional Air Airport: For the construction and development of airports that have far-reaching importance in regional balance and air transport development (Kool Construction Act70 percent of the revenue will be provided by the Nepal government (including foreign aid), 15 percent by the authorities and the remaining 15 percent by local bodies and the private sector. If the investment of the private sector increases/decreases, the investment of the Government of Nepal will be determined in the same proportion. If there is an increase or decrease in the investment, the investor's investment will be invested in shares or loans in the same proportion. 5.6. Existing Pokhara Airport :

After the construction of the new Pokhara airport in Chinnedanda and its operation, the existing Pokhara airport will be studied and implemented by the Nepal Civil Aviation Authority to conduct various businesses according to the commercial concept. 5.7. Small Airport/Heliport/Helipad The strategic authority of the State of Thailand, after evaluating the needs of the country, geographic location, distribution of population, regional balance, proximity to other airports, and the possibility of cost recovery 5.7.1 will be done. The distance of the proposed airport from the nearest airport should be at least 20 nautical miles in mountainous and hilly areas and at least 40 nautical miles in Terai and interior Madhesh. But the distance will not be calculated for the construction of heliport/helipad. 5.7.2. A new small airport construction license will not be given until some part of the financial investment required for the construction of the airport is ensured through the participation of the local people and the contribution of the local bodies. In the construction of the airport, arrangements will be made to determine the priority and grant the license based on the guarantee of gathering the maximum financial contribution of the investment from public participation. 5.7.3. The technical standards and procedures specified by the authority for the operation of the airport, heliport and helipad must be fulfilled. 5.7.4. There should be a guarantee of security arrangement according to the air security program. 5.8. Air Navigation Service The air navigation service of Nepal needs to be improved in time and made more effective.Study and research will be done and the process will be determined and implemented. 5.9. Development and expansion of air services in remote areas As air transport is the only means in mountainous areas, in view of the national needs, it takes a long time to reach the motor road connecting to the central highway network, which is important from the point of view of tourism and is helpful in supporting the regional and economic balance. Arrangements will be made. 5.9.1 In order to increase the level of air service in remote areas, arrangements will be made for construction and development work through the committee as far as possible, by gathering people's participation and activating the consumer committee. 5.9.2 The required land should be available through local bodies. 5.9.3 Air safety arrangements should be guaranteed by the local administration. 5.9.4 "Remote Area Air Service Operation Fund" will be made effective to facilitate and regularize air service operations in remote areas. 5.10 Airport operation and management The Nepal Civil Aviation Authority may contract the operation and management of airports to local bodies or organizations that meet the standards set by the Government of Nepal. 5.11 An action plan will be prepared and implemented in a phased manner for the service facilities and upgrading of the existing airports. 5.12 Monitoring and Evaluation Monitoring and evaluation of the implementation of this policy will be done by the government.
